Buying a first home in Dubai can feel complicated. Buyers need to compare property prices, mortgage options, registration costs, developer offers and the long-term cost of owning the property.
Dubai's First-Time Home Buyer Programme was created to make that process more accessible for eligible residents purchasing their first freehold residential property in the emirate.
The programme is operated through the Dubai Land Department in partnership with the Dubai Department of Economy and Tourism, participating developers and participating banks.
For residents considering buying instead of continuing to rent, understanding the programme can help identify benefits that may be available before choosing a property.
What is the Dubai First-Time Home Buyer Programme?
The First-Time Home Buyer Programme is a Dubai initiative that provides eligible buyers with access to benefits offered through participating developers and financial institutions.
Depending on the property and partner, benefits can include:
- priority access to selected new property launches
- preferential prices on eligible units offered by participating developers
- flexible payment arrangements on selected off-plan properties
- eligible options related to Dubai Land Department registration-fee payments
- access to participating-bank mortgage products with preferential terms or fees
- financing support offered through participating banks
Benefits can differ between developers, banks, projects and individual buyers, so registration in the programme does not mean every property will have the same discount or financing offer.
Who is eligible in 2026?
According to Dubai Land Department's programme information, applicants must meet the following main criteria:
- be 18 years of age or older
- be a UAE resident, regardless of nationality
- not currently own a freehold residential property in Dubai
- be seeking a property valued at less than AED 5 million
This means expatriate residents can participate; the programme is not limited to UAE nationals.
What if I own property outside Dubai?
Dubai Land Department states that a person may still qualify if they own property in another emirate, provided they do not currently own a freehold residential property in Dubai and meet the remaining eligibility requirements.
Ownership outside the relevant Dubai freehold residential category therefore does not necessarily prevent a resident from qualifying. Buyers should confirm their individual status through DLD before committing to a transaction.
How do buyers apply?
The application process is designed to be digital.
- Register through the Dubai Land Department website or Dubai REST app.
- Submit the required applicant information.
- If eligibility is confirmed, obtain the programme's First-Time Home Buyer QR code.
- Use the programme status when dealing with participating developers and banks.
DLD states that there is no additional fee to apply for or participate in the programme. Normal property-registration charges, developer charges, mortgage costs and other transaction expenses can still apply unless a specific offer states otherwise.
How long does the First-Time Home Buyer QR code remain valid?
According to DLD, the buyer's programme QR code remains valid until a property is purchased and registered in the buyer's name.
This gives registered buyers time to compare projects rather than assuming they must immediately select the first available property.
Can the programme be used for ready properties?
Yes. The programme is not limited only to off-plan purchases.
Off-plan buyers may be able to access developer-related benefits such as launch access or selected commercial terms, while buyers considering ready properties can explore applicable financing benefits through participating banks.
This distinction is important because the financial comparison between a ready and off-plan home can be very different.
Can I buy without a mortgage?
Yes. A mortgage is not a requirement for participating in the programme.
Eligible buyers who need financing can explore programme-linked offers from participating banks, while buyers purchasing without finance can still consider eligible property opportunities from participating developers.
How significant has the programme become?
In June 2026, Dubai authorities reported that the programme had enabled more than 3,200 residents to purchase their first homes since its launch, with associated residential transactions exceeding AED 5 billion.
The programme has also expanded its network of participating developers and is supported by major UAE banks.
Which banks participate in the programme?
Participating financial institutions listed by Dubai Land Department include:
- Commercial Bank of Dubai
- Dubai Islamic Bank
- Emirates NBD
- Emirates Islamic
- Mashreq
Mortgage eligibility is still subject to the bank's own credit assessment, income requirements, property valuation, loan-to-value requirements and other lending criteria.
Which developers participate?
The programme includes a growing group of Dubai developers. Participating names have included:
- Azizi Developments
- Binghatti
- Beyond
- DAMAC
- Danube Properties
- Dubai Properties
- Ellington Properties
- Emaar
- Majid Al Futtaim
- Meraas
- Nakheel
- Wasl
- Arada
- SAMANA
- Reportage Properties
- QUBE
- IRTH
- 4Direction Developments
The participating list can change or expand, and not every project from a participating developer will necessarily have the same programme offer. Buyers should confirm the specific benefits attached to the property they are considering.
Should you buy simply because a first-time-buyer offer is available?
No. A programme benefit can improve the economics of a purchase, but the property itself still needs to make sense.
Before committing, compare:
- the final purchase price after any offer
- the property's size and layout
- community and building quality
- estimated service charges
- mortgage interest and fees if financing
- down-payment requirements
- registration and transaction costs
- handover date for an off-plan property
- current rental cost versus ownership cost
- your expected length of ownership
Renting versus buying: what should a first-time buyer compare?
| Question | Why It Matters |
|---|---|
| How long do you expect to keep the property? | Buying involves transaction and ownership costs that may be harder to justify over a very short period. |
| How much cash is available after the down payment? | Buyers should retain enough liquidity for fees, furnishing, maintenance and unexpected expenses. |
| What is the total monthly ownership cost? | Mortgage payments alone do not represent the complete cost of owning a home. |
| Is the property suitable for your future needs? | A suitable layout and location may reduce the need to move again quickly. |
| How does the price compare with similar properties? | A programme benefit should still be evaluated against the market value of the unit. |
Can two people buy together under the programme?
Joint purchases can be possible where both buyers meet the applicable eligibility requirements.
This is particularly relevant for couples or family members planning to purchase together. Both parties should confirm their eligibility before structuring the transaction.
What happens after you buy?
The programme is designed for first-time residential buyers in Dubai. Once a qualifying property has been purchased and registered, the buyer should not assume that selling the property later will restore first-time-buyer eligibility.
Use the programme as an advantage, not as the only reason to buy
Dubai's First-Time Home Buyer Programme can provide useful advantages for eligible residents, particularly through developer access and financing partnerships.
But the decision should still start with the buyer's finances, preferred community, intended use and long-term plans. The right property is not simply the one with the largest advertised incentive; it is the one that fits the buyer's needs at a sensible overall cost.
